Question 1

Would this be compatible with an Xeon E5-2658 and ASRock X99E-ITX/ac Mini ITX motherboard? Also would it be really loud? I need the low cooler height for a SFF build.

I used this with E5-2620/2630/2640/2650 - not sure where 2658 fits in. The critical compatibility is with the motherboard. the R 25 is a "narrow" type, NOT SQUARE. If your asrock says "narrow" this should do it. if the fan mounting female screws on the MB form a perfect square, it will NOT work.
I used these in a noisy hardware test lab on motherboards with no case or enclosure. They did not seem noisy unless the bios was broken or misconfigured to run the fan at full speed, then they were too noisy. With a properly operating fan control circuit, they got a little louder under full load, but it still wasn't bad. Under low CPU load, they were quiet. The R-25 has a vapor chamber which gives it better cooling capacity than similar models without a vapor chamber.

They seem to do the job just fine.  I have used these on several server builds with no issues.  If weight is an indication of quality these are top notch, the copper heat sink is hefty.  I will continue to use these.

Question 3

I just recived my order of the Dynatron R25 80 MM that fit a socket 2011. When trying to install, screw allinment was not correct. Can someone help?

There are two different shapes for the heat sink connector on LGA 2011 boards. One is the square ILM and the other is the narrow ILM. This heat sink says its for the narrow ILM.
