Question 1

Will this cool an i3-4130T Haswell processor (35W) without a fan?  I am looking at an HTPC build that would also use a fanless PSU, thus relying solely on case fans for air movement.

Here is the thing.  this is made as a passive X 79 Xeon Server cooler for U2 and higher set ups.  or case size standard.  If you have any type of ventilation in your system it will work great BUT.  WILL IT FIT THE 1155 or the 1150 lga processor thermal CPU Cooler mount patterns.  Find out before you buy ..  I think this is made solely for the lga 2011 Chip that is not the same line up with the mounts ...  So I don't think so.  Sorry.

Would using this cooler, with proper case airflow, be an issue in a 4U chassis?

I believe this will work fine for dissipating the heat.   It is a very nice design so continuous air flow should provide you with proper cooling.
Just make sure you confirm compatibility with your CPU and the mounting hole pattern.
Unfortunately, I purchased this cooler, but it didn't fit my motherboard.  I still have it new/unused in the box.
