Does it come with the Celeron and the Ram all by itself?, also is it bootable out of the box?

It has a built in court but needs ram, I think I pulled out a stick from an old laptop. You will need psu, ram, boot device to boot from the top of my head

When I bought this motherboard, I installed Windows 7 Pro with no major issues (4GB memory).  I thought that for the ratio price/quality, it was a very good deal. Later on I upgraded it to Windows 10 Pro (fast and easy).

Question 5

Just got this board along with a PCIe IDE Controller Adapter. I cannot get this to boot from the IDE DVD drive or an IDE HD.

Fortunately I had a pre-installed version of Fedora on a spare SATA disk that I was able to boot with.  The IDE drives are both available once the system is up, but I cannot boot from them.

Any thoughts?

This is a low power, all in one board that embeds a CPU made for tablet-styled devices. I get that you bought the Bat-I for a specific solution and need to make it functional.

In short, I fear the bios settings may not ever 'see' your adapter as a viable boot option. If this is the case, there will be no solution, since ECS has not updated the Bios since 2014.

Alternative Uses for the Bat-I...

This all-in-one was once my main choice for TV Boxes housed by small, 8" x 8" enclosures. In 2015, I bought and installed over 30 boards! But I also learned it's limitations.

ECS Bat-I boards are special because they run a scaled down version of Intel Ivy bridge series processors. When adapted for desktop pc use, early adopter OEMS had to invent their own simplified, reduced bios to control the board.

Such 1st gen 'Baytrail' powered boards are great for pre-Win 10 use and non Microsoft software. Unfortunately, they have minor issues with Win 10. This manifests during soft restart, whereby the board hangs at the logo screen and then needs hard restart.

Questions to Consider:

Why are you using an old IDE drive to boot the system? It will be painfully slow... and surely, that aging drive will die a horrible death any day! For $45, why not add a SanDisk SSD Plus 120g? Did you know the Bat-I can boot from USB? You could effectively insert your old IDE drive into an older USB IDE enclosure (with a USB 2.0 plug) and then booted up.

If I were to install anything spinning (non SSD) it would be a Velociraptor 160 GB Sata II Drive.

If you share interest in HTPC systems, I suggest the barebones Cubi 003Bus (also sold on Newegg.) Today's price of the Bat-I paired with a quality power case.... approaches costs for better, newer solutions, with longer warranty, better features and speed.

For true OEM support... phone in to ECS in California, ask for Andy, he knows this board well.

Is the mpcie half height compatible with a small ssd?

I would NOT put any pci-e SSD on this board. On this design, the throughput will be 1/3 the potential speed. Note: I have been using the Kingston Hyper-X Fury; which you can buy here on Newegg or wherever. Win 7 Pro will boot with this drive and 4 GB RAM in 12 seconds. Right now, this is the best Bay Trail board money can buy. It will not be until June when Intel comes out with the next generation SoC chipset called Braswell. Those boards MIGHT be ready for what you are trying to accomplish.

The different memory Mod's. 
The different Power Supplies & Hard drives for the enclosure/case?   
And if a fan is required?

I used a APEX MI-008 Case with a APEX AL-8250SFX Powersupply, 4gb SODIMM DDR3 133, and a generic 1TB hard drive that I had laying around.  There is no CPU fan required.

What is the absolute minimum power supply rating for this board?  e.g .  250W?  400W?   I'm trying to not have a whopping PSU with a noisy fan as part of this project.

this thing will run stable on 40 watts supply (there is none that small try the smallest PICO PSU 60-90 watts

Yes, it was made when Win 7 was the prevailing desktop of choice. It also runs 64 bit and anything that runs 64 bit will run 32 bit. I suggest you enter the bios BEFORE connecting the hard drive and DVD. Make sure to explore/understand the advanced and boot settings. Always set up the hard drive for AHCI and not IDE.
