Question 1

Does this unit come with an Operating System? It isn't made clear. This will factor heavily into my buying decision

This did not come with any operating system.
I was somewhat expecting it to come with Windows Bing Edition, but it did not.

I put Ubuntu Linux on it.
I was never able to get the bluetooth/wireless card to work reliably though. I ended up using a USB to bluetooth/wifi adapter.
Granted, I haven't recently looked into the state of drivers for the wifi/bluetooth card which is included.

Question 2

Can you upgrade the memory, if so, up to what GB can it be upgraded to?

You cannot upgrade the memory in-board but you can add storage.
This little microprocessor "is what it is", and for the price, works really great.  I recommend you get the highest memory offered (64GB in my experience) to make this unit practical for use.  I loaded Windows 7 pro and added the multimedia package and it works surprisingly well.  Some minor delays in the video but not bad.

Question 3

is it just me or does that power adapter look like a European plug?  if I order in the US does it ship with standard US plug?

The  power supply his connectivity for both European and US 115/15a.

Question 4

ECS announced on October 27th that "LIVA Mini PC preloads Windows 8.1 with Bing to bring ultimate convenience".  So are these preloaded with the OS?

Mine wasn't as far as I could tell. It didn't boot to any sort of OS. Just kept going to UEFI/BIOS config. I installed Windows 8 on mine from an upgrade key.

I did get mine before October 27th, so maybe they've changed things so you don't have to go through that installation process.
