There are two possibilities for this: 1 — Newegg posted all the photos provided by the manufacturer even though it's probable only the US version is available for sale 2 — The product comes with multiple plugs and you snap-on the one appropriate for your country question.

Is this a like a powerline with wifi. OR is this receiving wifi signal and then extending?

It works in 3 modes: Access Point, Wi-Fi Extender or Wi-Fi Bridge. The power plug is only to power the device. Note that you will effectively cut the bandwidth in half when any device like this is used as an extender. I'm using this as a wireless access point attached to a router over gigabit cat6 ethernet. What's a little funny is that any wireless devices that connect to the access point are reported as wired devices in the router's information page.
