Yes, the captured game play can be broadcast in OBS in order to stream to Twitch/Youtube/etc.

Will I be able to use this with OBS running on Windows 7 64 bit?

Short answer: no.

Requirements specifically list WIndows 10, although I don't know if that is the minimum requirements. I have a 64-bit Winsdow 10 and the 64-bit did not cause any issues. If you have used the HD60 Pro on Windows 7 64-bit, then logically Windows 7 should work for the 4k60Pro but I have not tested that setup.

One of the Twitch streamers I follow (Cohh Carnage)  uses Windows 7 for capture but I don't know what capture hardware he uses.

Question 4

What capture software supports this card?  I have a Magewell HDMI 4K capture card and the card seems ok, but the capture software has problems capturing and importing into Adobe Premiere Pro (50/50 on working).  Is this card any different?

I use Elgato's 4k Capture Utility to capture PC games. I have to use Elgato's Game Capture HD to capture PS due to a significant lag between sound + video in the 4k Capture Utility.

Does this support 3440x1440 ultrawide?

I use OBS with the capture and an can stream up to 4k (4096 x 2160 resolution). Not sure what you are trying to do.
