Dell notebook 1737, 17" screen, will this work?

It should. My Dell Studio XPS 1645 is about 15" x 10.5" and fits easily. As long as the rubber feet can rest on the surface of the cooler, the size makes little difference.

I run all four Intel Core i7 cores at 100% constantly and have no thermal problems leaving it with the lid closed on this cooler for a week.

Question 2

Do the little legs have to be out?  I don't wanna use it at an angle...

It DOES have small fold out legs. What it DOES NOT have is a long cord or a working fan. The cord does not reach the ports on my Mom's laptop, but no matter... The fan spins briefly and stops anyway!! 
I am getting her a wall outlet usb charger and a usb extension to see if it will work if it can get more juice. Otherwise it is just a spacer under the laptop! At least it was cheap...

Question 3

Does it feel comfortable using it in your lap? Does it fit in an average sized backpack?

It is 15.5 by 10.5 by 1.5 inches in size.  It is more lap friendly than some other coolers I have seen.  It has four rubber covered spacers on the bottom that probably would want to have to the side of your legs rather than on your legs.  You could even turn it upside down, and then the fan will pull air away from your laptop.
