How do you mount this? Fan up, down, toward the back or front of the case???

depends on your case. Most go with towards the back of the case with an exhaust fan pulling all that hot air out. sometimes up might be better if you have exhaust fans facing up pulling air out of the case. Use your best judgment, end of the day as long as it cools your CPU and doesn't keep unnecessary heat in the case then your all good

Where can I buy just the fan? I need a replacement for my fan which is getting very loud.

You tried contacting Enermax support via e-mail (supportenermaxusacom)?  It looks to have custom mounting clips, which are easily detached from radiator.  If no joy from Enermax warranty/support, I'd assume any 4-pin connector 92mm PWM fan will attach w/ plastic zip-ties (daisy-chain zip ties together if they're too short). N31-02 specs claim 2000 RPM max as a rough shopping guide.  Pay attention to airflow direction while mounting replacement fan. Here's a quiet, long-life fan w/ a higher CFM rating:  ARCTIC F9 PWM PST   AFACO-090P0-GBA01

Can I fit a larger fan onto this cooler?

Unfortunately it will only fit the included fan. If you get creative sure it's possible but the included mounts wont fit anything larger.

will this work with LGA 2011?

No, the Enermax ETS-N31 CPU Air Cooler is not compatible with the LGA 2011 socket.

Is this LGA 1700 compatible?

Due to its different mounting hole pattern and stack-up height (height of the CPU and socket combined), LGA1700 requires a new mounting mechanism for CPU coolers

The specs page lists LGA 1200 compatibility, however I received the box and it doesn't list anywhere LGA 1200. Can anyone confirm this works with a LGA 1200 processor?

I went to the Enermax web site and the info has been updated to include the LGA 1200. I was worried about the same thing. I haven't tried it yet, I just received the cooler and CPU. I'm sure it's going to work.

Does this come with pre-applied thermal paste?

No. But there was a small foil pack of thermal grease in the box. I like the cooler because it will fit in a micro ATX cabinet.
