Because it has addressable RGB yes.  Any addressable RGB component can be controlled by all motherboard manufacturers software.

Does it need an ATX full or mid tower to fit?

No, I have mine is a NZXT - H200 (White) Mini-ITX Tower Case. You need to just make sure the case is compatible with a 240mm radiator, which can be easily done with most cases that are newegg. Find the case on newegg, and then go to the specifications. The radiator size supported by the case should be one there. The only other thing to consider is how thick the radiator is with the fans mounted to it. If the radiator is extremely thick, it could conflict with GPU length if mounted to the front, or RAM height or parts of a motherboard if mounted above.

Can this cooler be refilled?

Yes. It comes with a spare bottle of coolant. But I would assume you're allowed to use your own. There is a small plug you can take out to add new coolant

could it keep my AMD 7 2700X cool when overclocked?

No one really takes they’re time to answer some questions on this BUT I’ve never owned a 2700x I do own an i7 4790k I was somewhere around 60c-65c full load (streaming and gaming) with a hyper 212 evo but ever since I bought my enermax liqfusion I stay well under 46c doing the same exact tasks overall great purchase hope you can get an idea how it compares up to a medium ranged air cooler if you are Trying to upgrade from an AMD wraith prism or spire I would highly recommend it. As far as results for overclocking on your 2700x, that is something past my knowledge.

Will this work for AMD FX-8350?

It will most definitely work for the AMD fx-8350 the problem is when you purchase a brand new system from them you're expecting to get a bang-up set of fans because they sell their fans and they're very proud of their fans at the trade shows the problem is I got mine brand new and one of them is wobbling and making all kinds of noise it's been about a month-and-a-half two months since I bought it I contacted the factory three different ways got no response whatsoever and I've contacted Newegg and all they wanted to do was give me an RGA I'm not interested in removing this from my system when I have no other cooler anymore anyways and the factory doesn't see fit to contact me back and send me a couple of replacement fans

Does the Liqfusion ELC-LF240-RGB come with a AM4 Bracket? looking to buy for a Ryzen 7 2700x. Saw it says AM4 compatible but no one has said if i need to get the bracket or if it is not for this model

I got mine about two weeks ago. It comes with one back plate that has screw holes for ALL the sockets it says it supports, including am4. One universal backplate

Can you put the fans on the other side of the radiator?

Yes the fans can be placed on the other side.   BUT.   The fans only pull one direction so the rings won't be the correct way.

Question 8

Are these fans the same ones that can be bought separately? If so, then how come these are classified as PWM and the same exact fans that are sold separately, are not PWM?

I think it's because this system comes with a separate, independent fan controller for the people that don't have RGB assignable fan headers on their motherboards like I do. While the fan controller is omitted for those of us WITH assignable RGB on the MOBO, for those that don't have it, will need to use the included fan controller, and that module plugs in the fans AND the waterblock lighting to the same controller for synced RGB control. Either way, please be careful where you plug this system into the MOBO...the waterblock RGB lights need a +5v header, NOT a +12v header, and 12v will fry your waterblock lights.

Yes, but make sure your motherboard has a 3pin addressable header. It wont work with a 4 pin header.

Will the liquid cooler fit inside of a Cooler Master Q300P case?

The cooling fans appear to be a yes.  The light control would occupy a ‘bay’ slot that you would normally occupy.
