How do you change the speed modes? Can it be done without a PC?

You can only change the fans speed with the physical button located at the center of the fan. It has three fans speed modes. If your PC is roomey, you can change fan speed while it's ON. From my experience, I found the second speed mode the best. The third is the fastest, but it gets extremely loud and doesn't change much airflow from the second speed mode.

I was wondering what the Watt and Amp draw are on these? My mobo fan pins are only rated at 1 amp and 12 Watts. These look to be decent, but I don't want to burn out my fan connectors.

You might be able to get away with it on the lowest setting. I have mine plugged directly into the Molex PSU connector. Using it as the push fan on an evo 212, I think I set it at the lowest rpm, which still pushes more cfm and static pressure than the 212's stock fan.
