Once these are applied are they permanent? Just saw Corsair is releasing a GPU bracket that mounts touching the VRMs.

If you warm up the chips a bit the adhesive should come off. Be careful though they do stick pretty good. I took them off of my GPU without to much trouble.

was wondering where do these get instaled? on the case or what?

These are Memory ram sinks for your video card, they have a sticky thermal pad that lets them stick directly onto the memory modules of your video card.

you use them if you take off the factory style cooling system and put on an after market solution like to water cool your video card or some other method that might leave your memory units without a heatsink.

Can I use these to sit a fire stick on? Do you think it would work to cool the stick? It gets pretty hot.

These are passive heatsinks. You could use thermal adhesive pads to stick them to a Fire Stick, but I don't think you'd get much heat transfer to the heatsinks. Not sure how how the Fire Stick gets, but you're probably better off just making sure it has airflow around it.
