Yes the black plastic push-pins with the metal springs are included, just like you see in the photo.

Is this a suitable replacement for the chipset fan of an Asus A8N-SLI Deluxe motherboard?

If you have a case fan in front pointing directly at it you'll probably be O.K., but its not going to provide the same degree of cooling as a small active fan (like what's on it).

Will this fit on the northbridge and/or southbridge of a  Gigabyte 990FXA UD3 motherboard?

Don't know about the southbridge, but it fit fine on the Northbridge of an AMD 970 motherboard (Biostar).  The holes are pretty much standard.  Didn't help temperatures at all vs. the stock one though.  I think the greatest value for this was to old motherboards with very inadequate heatsinks.  Newer ones are pretty large all in all.  You're probably better off reapplying TIM on the stock one to see if it helps.
