Do these come with 3M 8815 Thermal Tape? If so, why is it named copper heatsinks only?

The heatsinks themselves need the thermal tape in order to adhere to the chips your going to apply them to. It does not come with just extra thermal tape. It comes with enough matching thermal tape to use to apply to the bottom of each copper heat sink supplied so you can mount them and make them stay on/adhere to your MOSFETs/chips. Basically, yes tape is supplied but the item being sold is mainly copper heat sinks.

Do these fit with a Kraken G10?

I currently use these on my Kraken G10. You will need to but a few millimeters off to make these fit between the PCB of the GPU and the mounting plate of the Kraken. It's very easy. I just used wire snips. I'd also suggest using stronger adhesive than what they give you. The will loosen and fall off. I had some other thermal tape from other cooling projects that I used. I'm sure any other thermal tape will work.

What is the thermal resistance of this heatsink ?

Unfortunately there's no simple answer to your question. There's too many variables in the problem for anyone to have measured or characterized every possible configuration: thickness of the FR4, number of copper plane layers, number of vias between the plane layers, the amount of air flow over the board and the inlet air temperature, the thermal contribution of other nearby parts, etc., etc.
