Will this printer scan photo negatives?

No. It will scan the picture and print it but it does not do negatives ...... JW who still uses negatives hahaha jk jk take it to a store and scan them at the photo department and put them on disk and print and go

Does the scanner have OCR (Character recognition)?

Best bet is to Google or Ask the model # and you will be able to view the owner's manual.
