What thread designation are the holes for mounting (M3, 4-40, 6-32, or whatever)?

The holes are unthreaded, as they are for most fans.  You make the threads by putting in the screw that fits.  The plastic is fairly soft and will take create the "threads" from the first screw that is put in.  Hint:  To use too large a screw as it could break the plastic around the screw hole.

HOW MANY WIRES OUT OF THE FAN, NOT ON CONNECTOR?

There are not any wires that are not connected to the power connector.  As the photograph shows the connector uses three wires.

Will this fan work at 7 Volts DC ?

Yes the voltage that fan can handle is from five to 12v 
It means first is low and second is high speed

What's its Ampere and/or current rate?

Not sure. Replace a fan on a Lexmark G500 printer mother board. It was a perfect match.
