It looks like it but will this fit in a low profile PCI slot?

I don't know about the low profile slot fit. I looks like it would fit. I have been using this fan in two different cases and it seems to help a great deal. Both cases are full size.

Does this blow up or down? IE, to provide extra GPU cooling, would it go below or above gpu?

It blows out the back, it is an exhaust fan.
