Will this fit a low profile desktop?

Not "as is".  You have to remove the mounting bracket to get it to fit.  Then the VGA plug is left dangling and nothing secures the board in place.  I found a low profile bracket from an old card to cure the second problem but the VGA plug was still left dangling.

Question 2

Can you run the VGA and HDMI display simultaneously?  And with different resolutions?

I haven't tried on mine, but I wouldn't. I only have one monitor going into it and when I used it as my main display my system crashes constantly. Running two might be way too much for this thing.

Will it work with Win 10?

The 8400 GS is a 16x PCIe card, if you are running the newer Windows 10 computers, (not a laptop), the Card should fit into your 16x PCIe slot - and function with two Monitors, easy enough.  (Yeah, works in my Windows 10, should work in yours)

I'm running Linux Mint 17,I'm having some "suspend" issues I believe with the on-board Intel chip-set,and was wondering if anyone could tell me of compatibility issues with Linux?

Disable the on-board chip or get a current device driver from the Linux community.
