Will this work with a 300 watt power supply?

The analogy to your question is like asking if a water bottle will overload your backpack....  It all depends on what else is already in there.  Is this "the straw that broke the camel's back"?
Anything within a computer will work on a 300 watt PS, you just don't want to exceed 300 watts with all that needs to be powered hooked up.  
You would have to determine from the board specs the power consumption (draw) of this card and factor it in with the total consumption of everything else in the case and determine if the total is over 300 watts.

Is this card compatible with windows 10?

Got the card as a inexpensive solution to a friends machine when the mother board sound chips stopped working.  The machine was running Windows 7 Professional.  I would go to the EVGA internet site and see if it says.  They may have drivers to down load for Windows 8 and 10. The most likely have a 1-800 customer help line that should know the answer.

I upgraded to Windows 10 a few months ago and this thing just worked. No intervention from me. W10,  within a day or so auto updated all hardware drivers automatically,  includes play drivers.

Is the low profile bracket included?

The one I got did not have the low profile bracket. FYI, I got it for a budy, because I purchased a Zotec GeForce 210 and have had good luck with it. The refurb card I received was DOA. NewEgg has been great. They sent me an RMA and a prepaid shipping label o send it back. I'm waiting on the replacement.

I did not buy this video cad for it.s low profile which it has but I di notice the card itself said it was only 500 MB of memory. Since I do not game with this computer that isn't a big thing to me.

The best way to confirm specs is actually by checking the manufacturer's website. With many of our products you can click on the "Warranty & Returns" tab and you will find the Manufacturer's contact info, including the manufacturer's website. These particular cards are lower spec units meant for basic display connectivity, and will not include accelerated decoding hardware.
