It depends what you mean. This card is 1 generation behind because of the new GTX 10 series. If you mean like an out of factory card then yes. The card should be shipped new and not used.

The GTX 950 is certainly cheaper than the 960 and 970 and for me had what I wanted (support for 5120x3000, support for 2+ monitors via and did not require me to upgrade my power supply). It does require either a 6-pin or 2 4-pin external power plugs. They supply the 2 4-pin to 6-pin adaptor but the external specs don't imply that. The latest Nvidia driver supports most recent Nvidia cards and Win 10. It requires an empty space next to the PCI Express 3 slot (the 610 only requires a PCI Express 2 slot, by the way, so see what slot your mother board supports). Google GT 610 and GTX 950 and compare the specs under "GeForce GT 610 | Specifications | GeForce" and "GeForce GTX 950 | Specifications | GeForce".
I see that the CyberpowerPC Gamer Ultra 2140 is now configured with a GT 720 so if your system is comparable, you may need to look at the GT 7xx series of cards.
I got a Dell XPS 8700 which was designed in 2012 and that's where I started checking. I saw a video on YouTube that showed how to upgrade to a GTX 970 so I could tell by the card specs that the 950 would work. You may have to follow the same method of researching.

You can designate which card handles what function within the Nvidia Control Panel.  So you should be able to take advantage of this card.  950 is going to be less powerful than the 980, the series starts with the x50 and progresses in features through the x80.  So taken that into consideration I would expect that a 780 card may compare closely to a 950 card, as the 80 series was top of the line and the 50 series is entry level, but being 2 generations apart they may be about the same.  That make sense?

I have no info on your compatibility questions.

The card is quite when normally viewing office applications and web browsing. Fan noise is noticeable and increases with video gamming applications. I read 55 db about 2 feet from my computer with Minecraft which is audible but not loud IMHO. It may get louder with a very heavy graphic activity.
