Would a 450 watt PSU be sufficient for this card?

The PSU minimum recommended for the card according to the Nvidia website is 400w, but it depends on your other hardware. But most likely, it will work. 
Google PSU calc (I can't link to it), enter all of your hardware and swap your card out for the 960, and you'll be able to see if you can use it for sure.

Absolutely. Windows 7 drivers should work fine in windows 8 due to backwards compatability however Nvidia should have a relevant driver for your system On their site.

There is a need for an 8 pin rail. They give an adapter that converts 2 6 pin to the 8. As long as the psu has at least 2 6pin wires you should be good with 500.

Yes it will work. This card has very low power consumption even when gaming, and a 500w psu is what I have and it works just fine. Requires an 8pin or 2 6pins with an 8pin adapter that was included.

Will an MSI 970 motherboard support this? Or would I have to purchase something made by MSI? Sorry, I have very little knowledge about building my own computer, I'm mostly picking out parts for a friend of mine to put together one for me. Thank you.

Hello Keith. When building computers the parts follow standardized fittings and aren't specialized for one brand. So if you have a MSI motherboard and a EVGA video card, you won't see a problem. The only problem I can see is that the motherboard you're interested in only supports PCI Express 2.0 and the video card supports PCI Express 3.0. The PCI-E 3.0 will work with the 2.0 but won't be able to utilize the advantages of the PCI-E 3.0 standard. I hope this helps you.

I noticed the specificiations say it requires an 8pin PCIE power connector.  Does this come with a connector inside the box to change Two 6pin PCIE plugs into an 8pin, or can I not use this card since my PSU only has Two 6pin PCIE plugs?

Depends on what other thongs you have plugged into your system, and what yer running on your system(games, programs, etc)  but it uses low power tech, so you should b fine. Running just vlc on a 4th gen i7 system pulls only 140W.

Yes. You can run two together with SLI. It doesn't come with an SLI bridge, though, so you'd need to pick one up somewhere if you don't already have one.

I would say it could compares with an amd r9 280 in performance. the thing to note with the nvidia card is the lack of heat generated as compared to the amd offerings.  
I only purchased this card as a stopgap until I am ready to do a complete overhaul of my rig. I was using an amd radeon 6950 until it kept throttling down performance.

For the price you can't go wrong. It'll play any game well at 1080p (not mind blowing)

I have an IBUYPOWER ARC series intel I-5 4690k, 400 watt power supply and a intel h81 motherboard will this card run in my PC?

I would recommend at least 500 watts or more for really any "modern" build. Unfortunately there are a lot of variables involved as far as wattage goes. In the future, I suggest using a power supply calculator to get a general idea of the wattage needed.
