Is this card overclocked already?

Stock clock is 1680 on a RTX 2060.  So technically yes @ 1755 MHz but power target is capped at 100 be warned which limits this card.  At 320 not the deal it was at release.  Try RTX 2060 VENTUS XS 6G OC for a better card at similar money.

Would This Card work fine with an Intel I7 7700 Based system, Asus G11CD-K Desktop,  with upgraded power supply, EVGA G3 650 watt?

PSU is fine for this card. That PSU would be fine for up to a 2070 really. Your CPU *might* limit your FPS for newer games.

This GPU firmly lives in the 1080p and 1440p gaming area. Not every game can be played at 1440p with Ultra settings mind you. While 4k is possible for older games, not suggested for later titles.

Does every 2060 KO Ultra come with the TU-104 chip?  Is there a way to find out before you make the purchase?

There is no way to tell before you buy, unfortunately. You would have to take apart the gpu to tell.

Can you have an old DVI monitor and a new HDMI monitor hooked up at the same time for dual monitors?

Yes -- each input on this card can support its own monitor.

Is this this GPU able to fit in a Micro-atx case or do you need a standard Atx?

It'll fit in a Micro-Atx case i used this gpu in my nieces build fit in the Cooler Master MB311L ARGB case no problem

I should work just fine.  This card is not too long, and I see you should have a pci-e x16 connection on the board for the G11CD.  Is there a card in there already?  This is an excellent card, I have one myself and it's perfect for a 1060.   Definitely the best for your money.

I'm looking to upgrade my rig to do both streaming and gaming and from what I understand this card should be good for that, is that true?

This is a very good gaming card, with or without the ray tracing.  If you are running 1080p (I game at 1080p) this would be a very good choice.  From the testing I have seen it does well at 1440p, but not as good as an 8GB card of the same generation, like a 2060 Super, a 2070 or a 5700XT.  If you are gaming at 1440p or 4k, I would probably look at a better card, since you are streaming your games.

Why would you put a DVI output on this card?

I happy with my old monitor so having a dvi output was why I bought the rtx 2060 instead of the 2070.

Question 9

I have an old Ultra X3 1000W power supply.  This power supply has four 4 pin PCI-E connectors, so I have to use a 6 to 8 pin cable to connect this video card.  Would it be better to purchase a new power supply that has an 8 pin connector ?

You should just upgrade your PSU.  It's well past it's safe lifespan.

Lower end card to compete with same price ranged AMD cards.
