Question 1

Will this video card run two monitors? They are each two older dell 20" LCD that have DVI inputs only. I'm assuming the best thing to do would be to get two display port to HDMI adaptors, I just wanted to make sure this card can run both monitors. This isn't for gaming, just school work, surfing web, multi tasking on both monitors.

This monitor can run more than 2 monitors at the same time, but only has a single DVI port. If you have the correct adapters, it should will work without issue. Also seems like overkill for your use. There are good deals right now on last gen cards that will do anything non-gaming without a hitch.

Question 2

Should I upgrade my 400W PSU to maybe a 450W PSU for this GPU? Also I have an AMD cpu so I was wondering if the two will work. (Also a newbie at this stuff)

So AMD CPUs are compatible with nVidia video cards but you can miss out on some small performance increases from using AMD to AMD (they aren't massive so don't sweat it.) Do you know how much your processor draws? That will be one of the big things that will determine how powerful of a PSU you need. Some info from EVGA's website states that this card pulls 120W max so you may not have to upgrade depending on how much your processor and other things attached to your MOBO draw. It never hurts to have some head space for power needs, it tends to extend the life of a PSU.

Question 3

Why is the EVGA GTX 1060 ACX more expensive than the SC ACX? is there something better about it than the superclocked version? Usually it is the other way around.

Question 4

This GPU seems to have all the same specs as the SC version of this same GPU except for the clock times. If I were to buy this GPU could I just manually overclock it to match the SC version?

Hard to say. Maybe. I've purchased cards before and tried overclocking them to match a higher clocked version of the same card and it wasn't always stable. It's possible the better chips are saved for the higher clock version. But impossible to say unless you try. The cooling might also be lesser on a cheaper card as well.

Should I install GeForce Expierence? I read a review on this card that it ruined the fps after installing it and since this is my first pc build I am a bit nervous.

That sounds like someone was being hyperbolic. The software of fine and will keep the drivers up to date. I have I have this cars and GeForce installed and or works just fine.

Is the 6GB version of this card enough power to run games at 2560 x 1080 @60+ fps?

Would think Not, if u want high quality settings then definitely no... this is more of a 1080p or 1440p the most card. U could maybe get 60fps on some games with medium quality settings maybe, but who knows

Does this unit employ heatpipes or is just a finned heatsink? It seems the SC version may have a copper plate and heatpipe, but I can't find out concrete information about this one (heatpipes often prove problematic for me as my motherboard is rotated 90 degrees).
