Does this item come with a display port and or a HDMI cable?

No it doesn't. You need to buy a hdmi cord. It's only the video card that comes in the box

Does it come with a powerlink?

No, it does not. I definitely recommend purchasing one but see the explanation below.

It is most useful when the card is mounted flat (i.e. directly on the motherboard without using a vertical mount converter).

Keep in mind that the powerlink adds a lot of length to the card as the powerlink component and power cable are attached to the end. If your card is a tight fit in the case as is, it may not be the best option.

If you are using or plan to use a vertical mount converter, pay attention to how much headroom you have/need for other components. Either way, it should be obvious whether or not the power link will fit your situation.

Is there a difference between the models? 08G-P4-3175-KR is like $60 more than 08G-P4-3172-KR and also higher than the 08G-P4-3173-KR why the price difference for the same exact card spec wise. 3175 vs 3172 & 3173

The 3175 has a larger cooler, meaning potentially better overclocks. It has a higher memory clock of 15500 MHz out of the box as well. It also takes up 3 slot spaces, not two, because of the larger cooler. Keep this in mind when considering your case space. If you're going to liquid cool it, you shouldn't care about this.
The 3172 has a smaller cooler and a lower clock speed. It also takes up only 2 slots, like an average card
The 3173 is the 3172 but with a bigger cooler, and takes up 3 slots like the 3175.

Basically, they all have the same cuda cores and boost clock. 3173 and 3175 have larger stock coolers. The 3175 also has a higher memory clock out of the box.

You can achieve all this yourself with the 3172 and water cooling, or maybe even without water cooling. The 3175 is for those that want the most performance they can get without having to do any tweaks themselves. I personally went with the 3175 because I'm on Linux and too lazy to mess with manual overclocking, and I'm happy with my purchase.

Question 4

Is there any functional difference between the Ultra Gaming and the Ultra+ cards as far as waterblock compatibility?

Corsair, for example, lists the Black, XC, XC Ultra Gaming, and XC Ultra Hybrid cards as compatible with the XG7 (2080 FE) waterblock, but explicitly NOT the Ultra+ for some reason, despite the only apparent change to the Ultra+ being the GDDR6 speed.
