But where does the external radiator mount? Does it need to be ran outside the PC?

It depends on your case really. Mine has room and the top is a grill, so I mount it there. If there's a fan spot, you can have it blow out through that. It does not have to be run external, probably better if it's not unless you want to do something special with it.

is the fan connected to the card a 3 or 4 pin?

The fan isn’t connected to the graphics card but it’s a 3 pin.

How long are the liquid tubes? Considering whether they'll reach the front of my case.

I just measured mine - it's just short of 15 inches, but they're pretty stiff tubes so you have to account for the distance it will take to bend them where they need to go.
