Does it work also with other devices or only with EVGA Tegra NOTE?

Yes it can work on other devices but not the same way.

The DirectStylus can work as a regular common stylus for capacitive touch screen devices (i.e. Samsung Galaxy S3). You will not have the extra features (like tip type detection or distinction between finger and stylus touch). It will also work on resistive touch screens too.

There is nothing special in the hardware of the DirectStylus that makes it different from a common stylus except for perhaps materials. The special hardware lies in the Tegra Note 7, not the DirectStylus.

How is this stylus different from the stylus that is included in EVGA Tegra Note 7?

It has a pair of different points, plus replaceable extra "rebuildable" tips for those points.  1 point is more like a pencil tip or similar to a galaxy S pen tip.  The other is a larger tip similar to the original stylus provided with the note.
