Does it come with the liquid in it or do you need to put it in?

As an "all-in-one" cooler, the fluid is already in the system.

Once you get the unit installed in your system, it's ready to go.

How well will this cool a ryzen 7 3700x stock speeds?

On my box, running Linux, under reasonable load (using 800% CPU right now), the CPU temperature is at 49 degrees (C).

Does it come preapplied thermal paste, does it come with thermal paste, or must i purchase some?

Yes, it has paste pre-applied. I installed with the pre-applied paste and it works just fine.

Question 4

Is it all right to tighten the four G1/4 connections?  After all the installation motion, the end lock caps rotate with only hand/finger pressure.

The only G 1/4 fittings that are removable are the two on the radiator. The two on the cpu block / pump combo are not removable, but they do rotate for best fitment.

Is the pump strong enough to run a GPU water block?
