Can this product provide enough energy for a Sapphire R9-280X Vapor-X?

Yes. There should be plenty of power here for just one card. If you are going to be running two cards you'll be on the edge. The power supply fits in an internal drive bay (mine was a bit snug), and snakes a line cord power cable out somewhere you have a spare card slot open using a nifty little insert. If you are putting this in a newer computer, you may need an adapter cable from your power supply's 15 pin SATA Plug connector to a 4 pin standard Molex connector. (A lot of newer computers don't have the old style Molex power connectors).  If you don't hook to to your existing power supply with this connector (or adapter), the unit will not turn on and off; it doesn't really do anything other than turn the power on and off when your main supply goes on and off.

How many +12v rails does it have?

One 12V rail. Number of rails does not make a better PSU. One rail is safer in case of internal failure.

Sorry about last post, i think i posted last question as an answer to someones question. But again my question is do you know if this will power a Titan X or 980Ti?

I am running twin GTX 950's FTW in SLI. and this PSU is more than adequate for the task. It should run a Titan 980Ti after looking it up and seeing it's power requirements.
