Question 1

I bought 2x8gig sticks. I would like to add 2x8gig sticks more. I've seen responses as they aren't "meant" to go together by the company but that just seems like a money grab to me. To force you to re buy the same sticks you have just so they are apart of a "kit". Will the speeds work?

I do not have the expertise to answer this question.  I bought my memory as a kit that contained all 4 8GB sticks so all sticks are the same model and they work fine together.  It sounds like you bought two 8GB sticks of a certain model and now you want to buy another two 8GB sticks, but, of a different model.  G.Skills technical support is the best place to get the answer to your question.  If you have already contacted them and they said the two different models are not meant to be used together then I would heed their advice.  In the past, on a different computer, I did what you are contemplating, bought 2 sticks of memory initially and then added two more sticks at a later date and they did NOT work together even though they were made by the same manufacturer and were supposed to work together, I ended up buying 4 new sticks of all the same model to get them to work together. Will this RAM work in an X99/Haswell-E motherboard?

Yes, it should work. I just bought a F4-3000C15Q-32GVR Ripjaws V Kit (DDR4-3000 32GB) for an ASUS Rampage V Extreme and Intel i7-5960X, and after a day or so, I haven't had any problems. The only thing I noticed is, when I selected XMP in the BIOS, it applies 1.4v instead of 1.35v. So far, it doesn't seem to be a problem.

As you probably know, 3200Mhz it pretty high, so as long as your CPU's memory controller can handle it, you should be good to go (adjustments may be needed, as you may know).

Question 3

Is there anyone out there using this memory at it's advertised speed, and if so, what motherboard are you using?

Unfortunately, I cant seem to get it to work. On an asus maximus VII z170 with a 6700k, and loading the XMP profile causes the screen to just go black and the computer hangs on boot.

It'll likely require a bit of tweaking (And possibly a bios update, as it's a new Mobo model), but I still have my fingers crossed. REALLY dont wanna have to RMA.
