Question 1

CPU: Intel 9900k (OC'd to 4.8GHz on AIO), MB: MSI MPG Z390M Gaming Edge AC, Corsair 850Watt SuperNova PSU. 
For the life of me I can't get Windows 10 Pro to even boot with 2 sticks of these x2 16GB installed in slot 2 & slot 4 when turning on XMP 3600MHz profile in the BIOS. RAM is butter smooth stable at default 2133MHz. I've done some research online and haven't found a definitive answer. Is this normal?

Have you made sure your timings are correct? These sticks are rated for C19 ( or 19-20-20-40 specifically). XMP may not be set to these timings automatically. Another issue may be voltage. Make sure to set them to auto for the time being.

I have tried pushing these sticks to C18, what most XMP profiles like to be set at, but since 32GB is a large memory size, it's harder to push these timings.

Not sure I understand what you mean, but I have 128GB installed on a gigabyte x299 Motherboard with 2066 processor (18 core 9980XE). The computer smokes most builds.
