Yes it can, if your computer has an HDMI port...I use it as a dual monitor on a desktop, great screen.

Does the monitor have adjustable height capabilities?

No, the stand is a fixed height, but that is not a detrimental factor!
I have an old computer power control box, with 6 illuminated toggle switches that turn each device (PC, Monitor, printer, speakers etc) on/off individually. The Power control box is 2-3 inches high and it works perfectly as a base for my monitor to sit upon, which brings the monitor up to a perfect height for me.

I am 110% satisfied with the quality and performance of the monitor. 
I did a ton of research before settling on this monitor for Best value.
The stand is never a factor for me, if it doesn't set at a comfortable level I simply find a way to raise it, this includes tilting the screen as well.

I bought 3 of these for work.
While I have my other programs open on 2 I use my third to play xbox on. It looks great to me.
I dot notice a diffrence between this monitor an my acer

My monitor is getting fuzzy lines along the left side and the entire screen is starting to have this smoky flicker. Its not noticeable on a light background but on a dark its extremely apparent. Does anyone have any solutions?

When looking for a monitor for your computer there is one basic thing you have to look for: The input the monitor has vs the output your computer has. Tipically, new monitors have HDMI and VGA. You might also hear another term: DVI. DVI and HDMI are the same thing, you may just need an adapter if you're dead set on a monitor that only provides one or the other and your computer does not.

So, step 1) Check to see what output your computer has (look at where the current monitor is hooked up now and google VGA, DVI, HDMI and see which one you have.

step 2) get a monitor that has the same input.
