Will this webcam work on a PC that has been upgraded from Windows 7 Pro to Windows 10 Pro?

No clue other than I doubt it.  I gave the camera as a gift, so do not have it installed with my computer.  However, I have upgraded (?) to Windows 10 and have found that a lot of the software/hardware I had installed and that worked fine before  switching to Windows 10 is not compatible as the drivers have not been updated or patched or whatever.  If you haven't already switched to Windows 10 you may want to wait and let the rest of the world catch up before doing so.

How long is the cable?

I actually bought that and had it shipped to my daughter. It should be at least 3ft though. You can always get an extension USB cable to make it as long as you need it
