Yes, it is a touch screen. But be aware that the screen is very reflective. I need to cover it with anti-glare screen protector.

Will the DVD work with 16X DVD-r, more specifically 16X?

The Multi-Burner will read and write all CDs and DVDs except blue ray.

What is the screen resolution and type of touch device?  I realize there is no OS, but is this compatible with Windows 8?

The resolution of the touch-screen is 1366x768.  I installed Win 8.1 without any problems.

An operating system can be installed on the hard drive of the laptop.  You have a choice in what OS to install. For example you can install a free OS such as Ubuntu (Linux) by downloading and burning a DVD/CD or purchase a Windows OS from Microsoft.

If I purchase this, I understand that I'll have to install my own operating system which is no problem but what about the drivers?
Will I be given the drivers?
And also, is this item refurbished?

It does come with a driver disk for Windows 7, however, I went directly to HP website for the drivers.

The description says no OS included. Does that mean i have to purchase the OS separately?

Correct. There is no OS on the hard drive. I installed Ubuntu and it works great. If you want to purchase Windows 7 or 8 I am sure it would work as well.
