it is convoluted, but you must enable the following in the settings:

I have read that there is no option to disable DSC. Does that mean that when a future GPU that supports UHBR 20 DP2.1 is connected it will still be using DSC?

No, using a UHBR 20 cable with a UHBR 20 gpu will not run with DSC. You only cannot disable DSC when using DP1.4

I had to turn HDR on in Windows, then change the APL Stabilize to Medium or High (I forget which) in the "OLED Care" menu. Low (and maybe Medium?) sets it to HDR True Black 400, effectively, while High sets it to HDR1000. 
Some HDR profiles on the monitor lock out the APL Stabilize setting.

Does it actually work with Displayport 2.1 when plugged in with Displayport 1.4 on RTX 4090 graphics card?

No. The port of the monitor, device it's plugged into and the cord all need to support 2.1 in order to run at 2.1. If any are 1.4 then it will only run as 1.4.
