Can you plug an external Hard Drive into the usb ports?

yes, 
the 3 blue usb 3.0 ports you can plug in any usb device including external HDs 
NOT the red one its only providing power off of the gaming box

also be warned the blue ports do share bandwidth from the thunderbolt bus 
so if you  fill all three with fast SSD based HDDs (or other usb devices that are demanding) and were using them all at the same time as the GPU, you may notice a few percentage performance drop.
personally i use one external HD and less demanding devices like a keyboard and mouse and have not benchmarked a difference

My laptop is late 2015 HP Spectre X360 13, which does not have a Thunderbolt 3 plugin, so is there any other way to set up this eGPU with my laptop?

I have 2011 MBP which has Thunderbolt 1 connector.  I use Thunderbolt 3 to Thunderbolt 2 or 1 connector from Apple to connect my MPB to AORUS Gaming eGPU.  It works without a hitch.

No. Thunderbolt 1 doesn’t have the capability to process the amount of data required to run an external video adapter.

Please confirm the Thunderbolt™ 3 compatibility with your PC manufacturer. I had mine connected to an Intel NUC Skull Canyon, with TB3 hookup.

This isn't compatible with my Laptop. Since I already have it (before I open it up) it is possible to remove the processor so I can salvage something from my purchase?

well, i believe this thing is able to work with any laptop with a c port
When I just got it, my HP pc do not recognize it as well. It turns out to be hp computers in general do not have a bios software and the 3d or whatever controller it take.
Go on to youtube and search :How to Setup Razer Core for the HP Spectre X360 13(they do not let me post link) by dower chin
This video helped me a lot, take a look, maybe you can use it as well

Can the video card be swapped out for another?

Yes. I have not opened the box but it looks like it's standard gpu slot. Do note that the dimension of the enclosure is limited, so you can only switch to mini cards.

as long as the desktop PC or Mac has thunderbolt  of any kind it can work. 
if the desktop has thunderbolt 1 or 2 you need Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter from apple. 
if its thunderbolt 3 the port is the same and doesn't need the additional adapter

Yes the HP Spectre Laptop - 13t has two Thunderbolt 3 ports so you can use this with either of those ports

no, inside the box is a PCIe slot and a standard PCIe based graphics card like a desktop PC would have.
just like a regular PC graphics card you cannot add additional video ram

I don't have this one, but with other "eGPUs" (dells and razers) they do work, only using one at a time.
