can I put 2*8 rams and 2*4 rams on it ?

If the ram was built for the slot "DDR3 1600/1333" it should fit. That doesn't guarantee that it will work. Also I hear that "when you start mixing speeds, a chain is only as strong as its weakest link, so to speak. Your RAM will only run at the speed of the slowest DIMM, unless you wanted to overclock the others."

Can it support Windows 8.1 64 bit?

Yes, that's what I'm running on my PC. What needs to match is your processor, it needs to have a LGA 1150 socket and be 64-bit. A computer with a 32-bit processor cannot have a 64-bit version of an operating system installed.

It doesn't list the i3 as being compatible, but in the list of "may we suggest" by Newegg, the i3 processor is listed.... Is this an error in the "specs" or in the "may we suggest?"

I checked gigabyte website and i3's are listed to be compatible but they weren't specific to model.  they referred to check their list of capatible CPUs "CPU Support list" under their support & downloads link on their homepage to specify which mobo CPU works.

I bought this motherboard for live streaming computer games like modded minecraft. Has anyone used it for that? Is it capable with the i7 4790K Devil's Canyon CPU? What graphics card should I get?

if your using linux the gpu is probably unnecessary
but gtx 760 is perfect for 1080p or a little higher.

Any USB adapter, and you should have no compatibility issues with PCI or PCIe based solutions so long as the driver is compatible with your os

yes has a built in sound card on motherboard, if you want a different sound card then add that seperatly i a pci slot then plug speakers into that card or if not plug directly on the motherboard.

The i3 chip is suspiciously absent from the listed CPU's supported in the product description. does this mother board work with the 4th gen. i3 chips?

Double check the specs on the manufacturer's web site prior to purchase.  If the I3 is not listed, you might not be able to run it on this board.
