Does this have RGB lights?

Unfortunately it doesn't have any lights on it. The software allows you to set light settings but I never saw any come to life.

Is anyone else unable to select "OC Mode" in the Gigabyte Xtreme Gaming Engine software? This is on Windows 10 x64 with most current drivers and Xtreme Gaming release.

maybe i don't understand it right, but i believe that it is already in oc mode out of the box. So maybe click gamer mode, then try and go back

What's the suggested power supply wattage for this?  I currently have a 400w

The product specs say 400 watt minimum.  But you should be aware of your systems power draw for other devices and also, not ALL power supplies are created equal.  One 400 watt PS might work and another may not.  Error on the side of safety when it comes to system power requirements.  Powers supplies are an area in system building where a bit of excess is the smart thing to do.  If you push a minimum spec power supply the rails could be unstable, where as if you for instance use a 600/650 powers supply, the rails will have enough excess power capacity that they may well be more stable with the demands of the system.  In short, I don't think there is any place for 400 watt power supply in a Gaming System that you want to pump up the graphics on.

What is the noise level (idle and gaming)?

At or around 45c and below the fans turn off so its silent, under full load its still pretty quiet can't say for sure but my case fans which are fairly quiet are still louder than this card.

How well will this run at 3840 x 2160p at 60Hz with these specs: AMD FX-9590, 32GB DDR3 1866, this GPU?

EI think those spec at stock speeds you'll get anywhere from 25-40 fps on newer games at ultra settings and 40-50 on older games like arkham city/crysis 3 etc.

Why aren't the fans running?

The new Pascal line is designed to not only use very low power consumption. They are also designed to stay quiet, so the only time the fans will start spinning is when they reach 60 degrees C. Try gaming on it or running a graphics intensive process and they ought to start up.

Will this card fit into a half height PCI slot?

no.  it's a full height card and it goes in pci-e slots, not pci.

Does this card require an external power source other than the pci express? Or does the motherboard supply all the power it needs?

It requires a standard 6-Pin power connector. Most power supplies should have this included.

Will this card fit into a mATX case, specifically the thermaltake V21 matx case?

That case supports GPUs up to 350mm (13.78 inches) in length. The card is 223mm (8.78 inches) in length. Based on the specs, I would say yes.
