Gaming OC 3x supports OpenGL 4.6

It says PSU limitation is 550W but i have 520W. Will I be ok?

Yes.  I run a 450W PS.  Even at full GPU and CPU stress tests, my system is under 450W.  Normal game play is usually around 350W.

Can this handle 165Hz@1080P with an AMD FreeSync monitor using their DisplayPorts?

Probably not 165Hz, but close.  I use AMD FreeSync with Display Port.  I get about 130fps in Diablo 3 (max settings) and 150fps in WoW Classic (max settings).  Both @ 1920x1080.

Tensor Cores for DXR/RTX Ray Tracing, AI, Etc.

Ray Tracing is far more important than many 'internet people' realize. A practical example for gamers... In a multi-player game, you can see a player character's reflection when they are around a corner. Without Ray Tracing, anything that is not 'on screen' does not reflect or change shadows, thus players with Ray Tracing enabled have an advantage by being able to see movement and reflections of the world and other players that are not in front of them. (Ray Tracing is also 'lighter' if developers can focus on it instead of recreating all the light adjustments and 'tricks' to mimic what Ray Tracing is doing.  In this generation of games, the tricks are layered under the Ray Tracing - so there is no performance advantage. In the next generation of games, the Ray Tracing will not use the lighting and texture tricks, and requires fewer onscreen assets and light nodes, and as several game engine designers have stated, this is faster than current lighting/shadow rendering.)

The AI features are also important, as games are moving more engine processing to the GPU instead of saturating the CPU also enabling the games to do image recognition from changing user content/etc.  This is also important for graphic designers with newer image editing concepts like upsampling, denoising, etc.  The AI features in the GPU make these incredibly fast and more accurate, as they are almost unusable on older GPU and AMD's Navi GPUs.

Graphic designers also do a lot of video rendering and 3D rendering, these again play into the AI features of the RTX and Ray Tracing technologies that are fully in hardware on the RTX . This is drastic, as animations designed in Unreal Engine can render in real-time at 60fps, in contrast to taking 1-3 minutes PER FRAME for traditional Path/Ray Tracing to render, or 45-2 minutes PER FRAME when using DXR on Navi or older GPUs.

(AMD GPU will have DXR Ray Tracing next year, as the new XBox/PS will be using it.)
