It depends upon your system and the quality of the power supply you buy.  The card itself is limited to 150W.  So you are adding that to the power budget when gaming.

If you purchased a 'good' power supply in the 400-500w range then this should fit within the current power budget (assuming a lot of things here).  It should be noted that if you spend a lot of time gaming, this will stress the power supply quite a bit as it will be running near 100%.  If your case ventilation is poor this will further stress the PS.  Both/either will shorten its life.

However, it you plan to replace the PC in 1-3 years, its unlikely it will matter.  The real question is, with your wall voltage fluctuations can the power supply keep the system running without causing hangups and reboots.  If it does, you are fine.  If not, then by all means go buy a 750W and be happy.

If you bought a no name brand PS then all bets are off.

Bottom line, get the card, plug it in.  If it works, enjoy.  If not, plan to purchase a 750W.  There shouldn't be any risk unless you keep running the computer even though it is hanging or rebooting.  So don't do that.
