Does this include both brackets for mounting? Low Profile and Full?  The picture is obviously not a low profile bracket.

I purchased this card a while ago and YES it does have additional mounting brackets. It has 2 low profile mounting brackets, one for the DVI /HDMI and one for the VGA, And of course the standard long bracket for a case as shown in the picture.

requirements say 400 watt power supply. Mine is 240. Will it work?

I would say it will not work.  At least not to it's full potential.  You may end up with very choppy performance due to lack of power to push the Core MHz.  Personally, I would upgrade your PS while your at it to at least a 500 or 550 W.  If you plan on gaming I would put that number to at least 750 W.  But, if you're totally fine with your power supply, I would look for something a little more compatible.

will this work on a dell optiplex 760 pc?

It should work as long as it have PCI Express connection. Normally by manfacruer and model doesn’t tell you that info. I suggest to open the case and physically inspect it. Or find the specific mother board and search for it.

Will this card work with the Maximus VIII HERO Z170 motherboard?

Don't know. However, as long as it has the correct slot for the video card, it should probably work. The best thing to do is to find out on the motherboard website and check compatability there.

Does this operate with Windows 10?

Yes.  I am running Win 10 and it works.  No worries.

Can you use the HDMI and DVI ports at the same time at full resolution?

Yes you can. This card is fine for dual monitor setup, and will put most monitors in full resolution.  Gaming on it would be a problem for many newer titles, but it would handle a lot of old ones...
