Does this hub provide power to any devices while the computer is turned off, or are the ports only activated while the computer is powered up?

if yo have it hooked up just with the normal USB, depends on the computer. If you have a micro-USB charger connected to the side port , it charges , as the ports are powered , does not matter is the USB port is even connected to the computer.
