Will this cable work without using a powered USB hub?

If you’re asking whether it can be used from a simple USB port on a computer: yes absolutely. If you’re asking whether it works to extend a non-powered (day only) USB hub (if such a thing exists) the no probably not.

Is this cable in wall rated?

I have run this cable (33 and 65 foot) up through walls and laid across the ceiling tiles in a commercial place with no issues. It's ran over ballasts, cat6 cable, and pipes. I've used it for label printers, a scanner, and even flash drives.
