will this work with win 8.1?

Do not know about 8.1.  Used with XP.  Worked very well.  Can't imagine this device cares whether XP or 8.1.  I used it to share one printer between two computers.  The only "issue" I have with it is that you click the button on the device, there is a delay of 5-10 seconds before the device is ready to process the signal.  So make sure you click the device's button, wait, then (in my case) tell it to print.

what cables will i need to run from the device to two computers? I will be sharing a printer between both

This is the same configuration I am using with my GWC SS2125 USB 2.0 2-Port Manual Sharing Switch. The wires running from your computer(s) to your switch are typical USB printer connector wires. Use the same from your switch to your printer. The only variance may be the length of each wire. I used a 6', and 10'length from my computers, and a 3' length from my switch to my printer. I attached a Velcro strip to the top of my printer and the bottom of my switch to hold the switch in place on top of my printer. My printer is located between my two computers, making it easily available to both computers. It works great!

Question 3

I want to switch between a mac and PC. Any problems?

I use my switch for a wirless keyboard/mouse tranmitter/reciever between two PCs. I do not do not believe you would have any trouble switching from a PC to a Mac. USB by definition is "Universal Serial Bus". If your device works on the Mac without the switch, I believe it to be safe to say, it would work with the switch.
