can this still work without connecting it to window?

Yes, it depends on where you are going to place the exit air as you won't really cool the room if it is just recirculating.  At work we have placed the exit through the ceiling into the shop floor as that area doesn't have AC and additional hot air won't affect that area, but the small room is now cooled.

What's the decibel level on this unit?

I don't have a meter to test it, but it's not quite as loud as some window units that I've heard.  I actually have it in my bedroom to pre-cool it before laying down and I sleep with it on.  Of course, sometimes noise bothers some people but not others.  I was always used to the sound of a fan running so it doesn't bother me.  In short, I'd say it's a bit below average for noise level.

Sorry, don't know that answer but I have run "the thing" for days through the heat and our bill was a lot less than I thought it would have been. It works great, in fact it will cool this 600sq ft room in a minute! The sound is actually a bit calming/peaceful. Hope that helps. Cheers!

Do you need to use exhaust pipe out the window or can you just use it without using the window to get air?

You must use the exhaust tube to vent the hot air out of the room.  If the AC unit is not vented outside or into another room, the hot air will remain in the room.
