Is the base (heating element) separate from the kettle?

No, the heating element is part of the kettle. What you don't see is the separate base that plugs into the wall. The kettle then sits on the base to get it's electric.

Where is water level window located?

It is located on the black part on the body of the kettle, underneath the handle.
