I am running an ASUS M4A79 Deluxe AM3/AM2+/AM2 AMD 790FX ATX AMD Motherboard with AMD Phenom II X4 920 2.8GHz Socket AM2+ 125W Quad-Core Processor HDX920XCGIBOX with a 650W PSU. Will this card work fine even though my motherboard is only a PCI express 2.0?

I have not tested it, but it's supposed to support up to OpenGL 4.3.

What's the max resolution of this card?  I want a video card that supports 4K.

According to the HIS site, here's the max res....

DisplayPort 1.2 - 4096x2160
HDMI - 4096x2160
Dual-link DVI with HDCP - 2560x1600

So far it's been an excellent card for me although I'm not running 4K.

Looking to upgrade my HIS IceQx 2GB turbo 6950. How much of an upgrade will this be in comparison?

The 6950 was a hoss, but the 270x is a bit better.  I'd say about 20% stronger.  Not a massive upgrade, but good.
