Is the external power supply provided? If so, what is its input voltage?  110V? 220? 100-250V?

yes it's supplied and its U.S. 110v plug in the wall and 240v to charge cell phones. Works great haven't had an problems with it.

Does it work with Windows 8.1?

I use it on my Mac is x n also my windows 8.1 without any issues. Works great n I use it all the time.

Will you still get peak USB 3.0 speeds when using all four ports?

I have not tested the hub for speed capacity with all 4 ports in use simultaneously.  Maximum performance would dictate the use of the included 5V/2A power adapter.  If the VIA VL812 chipset is functioning properly, 5gps could potentially be available per port.  I question who has 4 3.0 devices connected and in use transferring data all at once, or for that matter, a mix of 4 2.0 and 3.0 devices.  This is a very small mini-hub and I would not expect long-term durability with maximum connections everyday.

Can USB2 Jacks be connected to this hub?

I haven't actually used it yet but if you look under the overview tab for "features" in the product description it says "downward compatible USB 2.0/1.1" so the answer seems to be yes.

what's interface of the device to the computer?

the device uses a USB 3.0 connector.you may be thrown off by the photo because the interface on the device looks nothing like a standard USB A 3.0 jack, but dont be alarmed, they include a cable that adapts from the devices interface to your computers standard USB A 3.0 jack. hope this helps. also the usb is backwards compatible

All USB devices are hot swappable. Nice compact hub, ports are spaced apart enough to accommidate most any dongle.
