does it include a cable to connect to a laptop?

Yes, my box included a 3-foot thunderbolt (USB-C) cable that works with my MacBook Pro 2018.  It included some other display cables as well but I’ve stored those away somewhere and forgotten what they were.

Does the monitor have VESA mount?  The specs state yes and one review said no.  I've been burned by this in the past and is a deal killer with no mounting options.

It has a VESA mount.  I have this monitor (which, so far, is my favorite) and I just checked.

The arm connects to the monitor via a plate that has a plastic trim piece about 5 1/4" wide, which is flush with the back of the monitor.  You can see the seams to the left and right of the trim piece.

There is a button at the bottom center of the bezel that you need to press.   You need to push the bottom forward (away from the arm) by pressing to the left or right of the trim piece.  The monitor will hinge upwards, at which point you can lift up.  The VESA mounting points are covered with 4 screws.
