Can you assure me this PC actually has Windows 10 pro installed? I just returned a similar spec PC from another seller because it arrived with windows 11 pro.

Ethernet LAN data rates: 10,100,1000 Mbit/s depending on your internet speeds from your ISP(Internet service provider).

Is this Windows 11 compatible?

Not technically.  The CPU is 6th Generation.  Would need to be 8th Generation.  Also, the TPM (Trusted Platform Module) is version 1.2.  Would need to be version 2.0.  I bought this refurbished computer from NewEgg a while back and I'm totally happy with it and Windows 10 will be supported until 10-14-2025 and there is currently a work around to install Windows 11 if you Google it.
