Can I put my RX 480 in here if I change the PSU?

I don't think so. The RX 480 is full size. The case for the 8200 SFF is a slim case. Next, you can't just put any normal size power a supply in, its a very odd shape and size. Lastly, the motherboard does not accept the normal power supply cable. I would say put everything in another case, but there's no guarantee the motherboard will line up with the io port opening.

It's an older Xeon processor but it's still a fantastic processor if benchmarks over 9000 which is still better than most processors mid to lower high on the marketEnter an answer to this question.

Does the Windows 10 Pro carries a OEM license (e.g. HP's) or it is a system builder license?

The last of the 8200 Elite left HP's warehouses when Windows 8 was in Beta, so this would have to be the "For Refurb PC"  licence sticker Win10 Pro, same generic install media supplied with the System Builders licence you mention.
