Yes. Though I am unsure of the speed.

It was for my mom. She has Uverse And pays for the cheapest internet speed which, I think, I 6down and 1.5 up. I didn't notice any issues when loading/patching it for her.

Will my samsung syncmaster monitor work with this computer?

It should, as long as you use the analog cable.  I don't believe this unit has a digital video input. I purchased this for a client and as far as I know, she is very happy with it.

A max of 4 GB total ram may be used of PC5300, I suggest adding memory in a package of 2 x 1 GB PC 5300 ram.

Not that I know of.  It is a pretty basic computer and I have afound it to be quite slow and to lock up frequently when many windows are open or a few processes operating at once.

according to HP's website, all versions of the DC7600 should have 6 USB 2.0 ports in the back and 2 USB 2.0 ports in the front.

Build in video is shared.  It will play YouTube 720HD properly (see YouTube - Kuroshio Sea), but don't expect to play any graphic intensive games.
